China's economic policy is officially described as "Socialism with Chinese Characteristics," or 具有中國特色的社會主義。

From UPI Asia today:

Since 1999, higher education has been transformed from an elite to a mass education system, with more than 20 percent of China’s high school graduates now being able to attend college. By comparison, the figure in 1980 was only 2 percent.

Students have to pay to receive a higher education, but sometimes tuition and fees are not affordable.

Socialism indeed...
